Thelma McClosky Armstrong

Ms. McClosky Armstrong has over 30 years of experience in the development and management of healthcare delivery services. As director of the Eastern Montana Telemedicine Network, Thelma is responsible for the overall management of a 26-site interactive videoconferencing network providing medical and mental health services, continuing medical and higher education, administrative and telebusiness services throughout eastern and central Montana and northern Wyoming. The Eastern Montana Telemedicine Network received the 2002 American Telemedicine Associations Presidents Award for the Advancement of Telemedicine. This award in given annually to a program for its outstanding and lasting contribution to the field of telemedicine. Ms. McClosky Armstrong is the Past-President of the Montana Healthcare Telecommunications Alliance (MHTA) and is the Past-President of the Board of Directors of the American Telemedicine Association.

Mike Roscoe
Telemedicine Technician

Mike joined the Eastern Montana Telemedicine Network in December of 1999 and has been an employee of Billings Clinic since 1986. As a Network Technician he is involved in event scheduling, planning, and production in addition to statistical collection and quantification of network activities. Prior to coming to EMTN he was involved in the implementation of mobile medical research projects through the Billings Clinic Research Center. These projects were the first of their kind in the nation, and covered 5 states. Other assignments at Billings Clinic include Recruitment Coordinator in Human Resources, a "medical affairs" reporter for Community Relations and a conferencing Coordinator at the Mary Alice Fortin Health Conference Center. Prior to joining Billings Clinic Mike worked in the radio and television industry.

Mark Horn
Telemedicine Technician I

Mark joined the Eastern Montana Telemedicine Network in July 2000. He has been an employee of Billings Clinic since 1989, working in several areas including the emergency department, patient accounts, and was a telemedicine site facilitator while working at the Behavioral Health Clinic. Mark serves as one of two primary technicians and is responsible for the overall day-to-day operation of EMTN. He is also responsible for all technical aspects of the network to include installation, maintenance, troubleshooting, providing technical expertise and support to site faccilitators. Mark is a Microsoft Certified Systems Engineer and is also a member of the Montana Healthcare Telecommunications Alliance (MHTA) and ATA.

Lori Bigwood-Pecarina
Telemedicine Nurse

Lori began her nursing career at Billings Clinic in 1981. She has worked in several areas in the clinic, schools and community including as a staff nurse on a surgical floor, visiting nurse, parish nurse, health screening nurse for children and teens, psychiatric nurse and most recently as a Certified Clinical Research Coordinator. As a telemedicine nurse, Lori is responsible for expanding clinical services in the region. She assists physicians and other providers in development and implementation of medical clinics and consults. Lori also helps to ensure educational opportunities and training for nurses and other health care workers are provided through ETMN.
